It was announced in particular, that "because of the lack of cooperation between Ministry on Health protection and Kyiv City Council and also because of the non-effective planning, 228 mln grn subventions apportioned in year 2007 for the building of the Center were used with violations".The People´s Deputies stressed that "the issues on the form of property of the center, its status etc remain unsettled". All the factors mentioned caused the increase of the total sum of the expenses on the building of the Center from 228,0 mln. grn. to 348,9 mln. grn."Kyiv State Administration has not 
completed the building of Center facilities during years 2007-2008. As a result "expensive medical equipment, delivered in July 2008, remains in the storage facilities unsuitable for the storage".The Committee has resolved that the appeal of the People´s Deputies should be supplied to the General Office of Public Prosecutor for the investigation and appropriate measures to be taken. The appeal should also be directed to the Ministry on Health Protection and Kyiv State Council in order to finish the building of the Center.
